Quick question, where can you find essential tape supplies such as leaders splicers and instructions on how to do it?

Nice subject line CV! You can probably find each item cheaper elsewhere, but for a good "one stop shop", US Recording Media is excellent. Make sure and check out they're faq's and tips page. Excellent advice in there!

One thing to note, try and put together larger orders. Their shipping costs are real high if you just order $20 worth of stuff.If you experiment with their shopping cart/shipping costs, you can generally find a sweet spot without buy stuff or amounts, you don't really need. It's free if you order totals  more than $120 (I think).
