is the otari 5050 BII2 +4 broadcast or -10?

Both.

The output level is selectable using a switch on the rear panel.  The switch is marked High (for +4 dBm) and Low (for -10 dBm).

And factory set to Medium.

Thanks Jeri. The pdf of the manual that i got the other day is images, not text so search doesn't work on it (and i didn't find it by skimming through the pages by eye. (heck it's an audio sight, not a video sight - i'm allowed to be blind from time to time....)

In case anyone's interested in the minutiae, the standard in recording studios has long been +4, but the broadcasters settled on +8, which they actually borrowed from the phone company. Since Ampex sold machines to customers in both recording and broadcast, their machines could be set up easily for either standard.
