Otari BII-2 Dig Counter

I have been freeing up and going through an Otari MX5050 BII-2. Last thing on my list is the digital counter. It lights up zeroed, but that's all. I know that PB-46 R is the board that controlls it and have cleaned all the contacts. Voltage is present on the board. Any ideas what specifically to test or where to source a replacement board assembly?

I would start troubleshooting with putting an O'scope on the move sensor encorder to make sure the board is receiving proper pulses as the tape moves.
